Phoebe is one of those flirty brights that makes you think of bonfire beach nights and surfer boys {two of my favorite things}. She's a total people-pleaser in terms of formula - fab to apply, and not interested in making nice with your cuticles; but... she does stain. A lot. So much so that she leaves you reconsidering using her again. Le sigh...
